    New Jersey Reproductive Training and Education Initiative

    The Murphy Administration used $5 million in State funding to help create the ‘New Jersey Reproductive Training and Education Initiative’ – a partnership between the Division of Consumer Affairs (DCA), within the New Jersey Attorney General’s Office, and Rutgers University to grow the pool of trained abortion providers to enhance the state’s ability to meet the increased demand for reproductive health services. Through this initiative, Rutgers University will integrate abortion care into training curricula for health professionals, and develop a new training site to expose learners to comprehensive abortion care and hands-on training.

    Updated Regulations to Require Comprehensive Abortion Coverage

    As part of the Murphy Administration’s efforts to protect access to reproductive health care, the New Jersey Department of Banking and Insurance announced the adoption of rules to require comprehensive abortion coverage as a part of all health benefits plans regulated by the department. This requirement is now in effect for the fully-insured large employer health insurance market upon plan issuance or renewal.

    Amicus Brief in Alliance for Hippocratic Medicine v. Food and Drug Administration

    Governor Murphy and 21 other governors filed an amicus brief with the U.S. Supreme Court in support of abortion rights in Food and Drug Administration, et al., v. Alliance for Hippocratic Medicine. In this brief, the Reproductive Freedom Alliance governors argued that if the Court reverses FDA approval of Mifepristone and limits access to the vital medicine, it could undermine Governors’ ability to provide adequate healthcare services and would have far-reaching implications beyond reproductive healthcare.

    A Study on Necessary Regulations

    To enhance equitable access to reproductive health care, the New Jersey Department of Banking and Insurance was also directed earlier this year to conduct a study regarding the need for regulations to ensure health insurance coverage of abortions. Upon conclusion of the study, the Department may adopt regulations requiring State insurance plans to provide coverage for abortion.

    Attorney General Platkin issued a letter to the Board of Medical Examiners, the Board of Nursing, the Board of Pharmacy, the Physician Assistant Advisory Committee, and the Midwifery Liaison Committee, clarifying that, under New Jersey law, professional licensing boards are now prohibited from disciplining a licensee or denying an application for licensure based solely on the fact that the licensee or applicant provided abortion care; state entities are prohibited from cooperating with interstate investigations or proceedings that seek to impose civil or criminal liability on a person or entity for, among other things, seeking, receiving, providing, assisting with the provision of, or responding to inquiries about reproductive care; and protections apply not only licensees who provide abortion care directly, but also those who authorize, participate in, refer for, or assist with any health care, medical service, or procedure that is related to an abortion.

    This law prevents the disclosure of a patient’s medical records related to reproductive health care without their consent in any civil, probate, legislative or administrative proceeding. It also prohibits public entities and employees from cooperating with interstate investigations aiming to hold someone liable for seeking, receiving, facilitating, or providing reproductive health care services that are legal in New Jersey. Lastly, it prohibits New Jersey licensing boards from suspending, revoking, or refusing to renew the license or registration of a provider based solely on their involvement in the provision of reproductive health care services.
