    Governor Beshear vetoed House Bill 3 (2022) in its entirety. HB 3 establishes a 15-week abortion ban with no exceptions for rape or incest, establishes unconstitutional geographic proximity requirements for providers, heavily restricts medication abortion, and installs a 24 hour “informed consent” period. The bill also requires the Cabinet for Health and Family Services to establish three new anti-abortion positions, build an electronic database to allow people to file complaints against abortion providers, and report abortions services. Despite Governor Beshear’s efforts, the Kentucky Legislature overrode his gubernatorial veto and enacted this ban.

    In November 2022, Kentucky voters blocked Amendment 2, a ballot measure that, if passed, would have amended the Kentucky Constitution to state that nothing in the state constitution creates a right to abortion or requires funding for abortion services.
