On May 2, 2024, Governor Hobbs signed HB 2677, officially repealing the state's 1864 near-total abortion ban. After the Arizona Supreme Court restored an absolute abortion ban that criminalizes all abortions except in cases to save the mother's life, Governor Hobbs led efforts to repeal this Civil-War era law.

    Governor Hobbs and 21 other governors filed an amicus brief with the U.S. Supreme Court in support of abortion rights in Food and Drug Administration, et al., v. Alliance for Hippocratic Medicine. In this brief, the Reproductive Freedom Alliance governors argued that if the Court reverses FDA approval of Mifepristone and limits access to the vital medicine, it could undermine Governors’ ability to provide adequate healthcare services and would have far-reaching implications beyond reproductive healthcare.

    Governor Hobbs vetoed SB 1600, which would have required physicians to take extreme actions to save the life of an infant born alive at any stage of pregnancy, including during the course of an abortion. S.B. 1600 would have also required hospitals and facilities to report every abortion performed to the Department of Health Services including information about the patient.

    Expanded Access to Over-the-Counter Contraception

    Expanded Access to Over-the-Counter Contraception

    Governor Hobbs ensured full implementation of a law allowing Arizonans to obtain contraceptive medications without a doctor’s prescription. Though the bill passed in 2021, relevant state agencies were not given approval to implement it. Under a statewide standing order, patients 18 years old or older can obtain self-administered birth control at a pharmacy.
