    Christina Chang

    Executive Director

    Reproductive Freedom Alliance

    Christina is the inaugural Executive Director of the Reproductive Freedom Alliance, a non-partisan coalition of 23 Governors working across state lines to protect and expand reproductive health and rights. Christina brings decades of experience in government, policy, and advocacy to help accelerate policy changes so that everyone, everywhere has control over their bodies and futures so they can thrive and reach their fullest potential.   

    Most recently, Christina served as the Chief Program Officer, at the New York City Department of Health and Mental Hygiene where she oversaw the divisions of Disease Control, Environmental Health, Family and Child Health, and Mental Hygiene. After the overturning of Roe v Wade, Christina spearheaded the agency’s response including the launch of the nation’s first municipally funded Abortion Access Hub, a confidential call center that connects people seeking abortion services to NYC providers and other supports, as well as becoming the first public health department in the country to provide medication abortion in its sexual health clinics.

    Prior to her return to the Health Department, Christina served as Deputy CEO at Vital Strategies, a global public health organization that partners with governments and civil society organizations to strengthen public health systems by designing and supporting scalable solutions to the leading causes of death, disease, and injury. During her tenure, she launched a global initiative to reduce maternal morbidity and mortality resulting from unintended pregnancies, unsafe abortions, and complications of pregnancy and childbirth. 

    Before joining Vital Strategies, she served as Chief External Affairs Officer at Planned Parenthood of New York City, overseeing its communication, policy, and community organizing efforts to protect and expand access to sexual and reproductive health services and information. Notable policy achievements include the passage of the Reproductive Health Act, Comprehensive Contraceptive Coverage Act, Gender Expression Non-Discrimination Act, paid family leave, and $15 minimum wage in New York State. She also directed the advocacy and electoral activities of PPNYC’s Action Fund and PPNYC Votes PAC. 

    Prior to that, Christina served in various roles at the New York City Department of Health and Mental Hygiene including as Chief of Staff and as Deputy Commissioner for Policy and External Affairs where she worked to improve operations as well as develop and implement policies and programs in priority health and mental hygiene areas, such as the NYC Smoke-Free Air Act, elimination of trans fat in restaurants, calorie posting, and mental health service coordination for high-need individuals. 

    Christina holds a master’s degree in public policy from Harvard University’s John F. Kennedy School of Government and a bachelor’s degree from Stanford University. She lives in New York City with her family.
