RFA Condemns Trump Administration Restrictions on Veterans’ Reproductive Health Care

The Reproductive Freedom Alliance strongly condemns the Trump-Vance Administration’s decision to finalize and implement a rule that further restricts abortion access for veterans and their families who receive care through the U.S. Department of Veterans Affairs (VA).

In September, 2025, 22 governors from across the country sent a joint letter to Secretary of Veterans Affairs Doug Collins opposing the proposed rule, warning that it would strip the more than 400,000 women veterans of reproductive age that live in their states of already limited access to abortion care in cases of rape, incest, and threats to their health. By narrowing access solely to situations where a patient’s life is at risk, the rule disregards the medical realities veterans face and endangers their health and well-being. The rule also introduces harmful ambiguity between the VA’s medical benefits package and the CHAMPVA program, creating confusion for patients and providers alike and increasing the risk of delayed or denied care. Compounding these harms, the rule eliminates access to abortion counseling entirely, leaving veterans without critical information and support during medical emergencies.

Because of this new rule, the Trump administration has placed physicians and health care providers in legally perilous positions, forcing them to weigh the risk of liability against the urgent medical needs of their patients. Such uncertainty is likely to result in dangerous delays, denial of care, and poorer health outcomes for veterans and their families.

“Blocking veterans from receiving abortion care from their trusted providers is indefensible, denying them the freedom and rights they have fought so bravely for,” said Christina Chang, Executive Director of the Reproductive Freedom Alliance. “Veterans should not lose access to medically necessary care because of politics. The Reproductive Freedom Alliance will continue working to ensure that veterans and their families can access the full range of reproductive health care they deserve. Actions like these underscore why RFA governors remain vigilant in protecting and defending fundamental reproductive freedoms.”
