Today, the Reproductive Freedom Alliance (RFA) — a nonpartisan coalition of 24 governors — submitted a public comment to the Office of Management and Budget (OMB), urging the agency to withdraw a proposed rule that would politicize federal grantmaking and undermine the federal partnerships that help states deliver reproductive health care. RFA warns that the proposed regulations would allow political priorities to override decisions that have long been guided by medical and scientific expertise as well as objective evaluation.
The comment details how the regulations would allow agencies to terminate or modify grants without cause or advance notice, restrict the use of data needed to evaluate health programs, elevate political considerations over scientific and medical expertise in funding decisions, and expand abortion-related funding restrictions beyond what federal law currently requires.
“It is crucial that federal financial assistance remains grounded in scientific expertise and medical consensus, not political considerations,” said Christina Chang, Executive Director of the Reproductive Freedom Alliance. “This proposed rule would make it harder for states to plan for the future and to support the providers who deliver essential reproductive health services. When grantmaking is subject to partisan priorities rather than impartial review, it threatens critical programs and services across the country, including access to reproductive health care.”
As a nonpartisan coalition of 24 governors committed to protecting and expanding reproductive freedom, RFA emphasized that governors rely on stable, evidence-based federal funding streams to help ensure their communities can access essential reproductive health care. The proposed rule would undermine that certainty by making federal funding more politicized, more arbitrary and less predictable. RFA urges OMB, HHS, and the other co-signing agencies to withdraw the proposed rule to preserve the integrity of the federal grantmaking process.
