Shannon Emmett (she/her) is the Senior Policy Associate at the Reproductive Freedom Alliance.
Shannon previously served as a Senior Policy Analyst at the Institute for Women’s Policy Research (IWPR) where she developed and launched the organization’s nominal state legislative tracking resource, the State Policy Action Lab, which provides real-time legislative tracking across all 50 states and DC on legislation impacting gender equity and offers technical assistance to policy stakeholders and advocates.
Prior to joining IWPR, Shannon worked in the Massachusetts State House for several years, first as a Legislative Aide in the State Senate, and later as a committee Research Director. As a former Commissioner on the Essex County Commission on the Status of Women, Shannon partnered with local nonprofits to raise awareness and provide resources to her hometown community in response to rising domestic violence during the pandemic.
Shannon earned a master’s degree in public policy at Northeastern University and dual Bachelor’s degrees in Political Science and History from the University of Massachusetts Amherst.
