Governor Matt Meyer of Delaware has made reproductive health and rights a cornerstone of his administration. Since taking office in January 2025, he has expanded access to maternal healthcare and championed a constitutional amendment to guarantee reproductive freedom, defined as the “right to make decisions about all matters relating to pregnancy, childbirth, prenatal and postnatal care, contraception, sterilization, abortion, miscarriage and infertility.” Under Meyer’s leadership, Delaware continues to solidify its status as a national leader in protecting reproductive rights and ensuring equitable access to care.

    Governor Meyer Signs Reproductive Health-Related Bills Strengthening Protections for Overlooked Populations

    On July 21, 2025, Delaware Governor Matt Meyers signed a bill that amends the state’s shield law to protect all health care services. This bill expands the types of legal orders that the state cannot comply with. These legal orders include arrest warrants and all other legal processes for obtaining testimony or information for investigations pertaining to legally provided health care. He additionally signed a bill that creates policies and procedures within the Department of Corrections for lactating incarcerated people.

    Governor Meyer Expands Maternal Healthcare Access

    Governor Meyer released a proposed healthcare plan at the start of his term, illustrating his administration’ prioritization of health care access and protections. Governor Meyer’s plan largely focuses on increasing access to critical health care, promoting equity, and expanding coverage. More specifically, his plan includes increasing funding for the state’s Perinatal Quality Collaborative, improving maternal health, emphasizing Black maternal health, improving access to preconception care, protecting Medicaid coverage, and promoting safe sleep practices to reduce Sudden Infant Death Syndrome (SIDS).

    Governor Meyer signed a critical new law (HB 205) to protect healthcare providers delivering abortion care in the state. This means practitioners in Delaware cannot face legal action for abortion and reproductive services, fertility and IVF treatments, as well as gender-affirming care, which are all protected under Delaware law.

    Governor Matt Meyer announced today that he will represent Delaware as a continuing member of the Reproductive Freedom Alliance (RFA), a nonpartisan coalition of governors committed to protecting and expanding reproductive health care in the wake of the U.S. Supreme Court’s decision to overturn Roe v. Wade.
